PLease could someone tell me where is the nearest place to Manchester to be able to kite surf?

North Wales, anglsey.

Although theres quite a crew from Manchester that come here to aberdyfi and ynyslas for weekend kiting. Its a 2 hour drive if you go via Minfordd.
