It isn't quite that easy a question to answer... Ideally you'll want several kites varying from around 8m to 15m to give you as wide a wind range as possible as the wind just isn't predictable enough in the UK to pick just one size for a given location.. In fact, in the UK the place you are going to kite really has no influence on the size of kite you will need, it all comes down to the wind strength, your weight and your ability level.

If you can only get one kite though I'd say you would be looking for something around 11m as your only kite.... But even that isn't easy to say as it all depends on the type, make, and model of kite you get. best to try some before you buy if at all possible.

How long is a peice of string??

Had any lessons yet? Your instructor should give you a good indication having seen your ability. A one kite quiver for use in the UK is never going to get you out every day, despite what the adverts and shops might tell you about the new Bow style kites, although a 12m bow should see you out on many, (I hesitate to say most) occasions. You will also need to consider your board size. Bigger kite, smaller board and vice versa. Again this is linked to your ability.

Make sure you get lessons first. Strapping yourself to a 12m kite for the first time otherwise will be a bit of a shock.

ye agreed , if yar gonna go one kite, maybe consider a 8 or 9 meter bow kite, at your light weight it should cover nearly everything. Im 90 kg and can keep up wind in 14-15 knots witha 138 board and a 8 meter sonic. Itll easily handle 40 knots. So with your lighter weight itll probably do something around 10-33-34 knots. Good luck!!!!!!
