I live in the Wigan area & I use Ainsdale beach (Nr Southport) for my main area to fly my kites and use my buggy, the beach is an awsome large area with a designated para-kart / land board area, with the full support of the local council, permits are required but you only need to bring your pka / bbc insurance certs and they will issue you a permit, oh & btw helmets must be worn, permits are free, these are best obtained on week days as the office is usually closed on week ends but the beach rangers do patrol the beach of a weekend asking for permits.
