2 kites 12m/8.5m (same make/model)
25m lines (recommended for both)
1 bar 53cm (recomended for 12m)

What affect will flying the smaller kite on bar 10cm longer than recomended have on performance ?

What changes if any could be made to counter this ?

Don't get bogged down in geeky details... It will be fine, just do it. (pretty cheeky coming from someone who has just spent a few hours fine tuning equipment to go as fast as possible whilst measuring speed with a GPS receiver and coming to the conclusion that I needed a smaller fin.)

I use the same bar and lines on an 9m and 17m.. It feels fine.

You'll probably find the smaller kite turns quicker for the same bar input, if you notice anything that is.

If you want to try and slow it down a bit, try attaching the back lines to the inner (nearer to the front)attachment points on the smaller kite, if there are any.

I do the above when I change from my 15 to 11 metre kites. The other trick is to hold the bar nearer to the middle. This should reduce the effect of your "accidental" bar inputs!

Yeah, don't worry about it I fly my 11 and 15 on the same bar, not a problem, you get used to the change within minutes and not notice it.

having to put up with a back elbow, flying airblasts and older kites had to fly all my kites on a 65cm stage 2 bar because it locks.thats included kites from 22.5 mtrs to 8.4 mtrs. you just get used to it.
now with the new yargas that fly on the front lines,use 45 cm bar for 7 ,9 and 11 mtr and 55cm for 13 and 15 then 60cm for the 20 mtrs. i tend generallt to hold the bar close to the middle asnyway unless i have to work the kites in light winds.
